Mr Ivanov said, in part, that Russia “needs a comprehensive system of support for industrial exports, primarily in such competitive areas as space, nuclear power generation, aircraft manufacturing and shipbuilding.”

"An active foreign trade policy is crucial for long-term economic growth and innovation-based development," he said.

According to Mr Ivanov, Russian producers will find it difficult to maintain their positions in the global markets in this tight financial situation without a reasonable policy of state protectionism.

"Apart from economic and political measures, this entails the improvement of customs registration procedures for exports, the optimisation of the risk management system, and the improvement of information interaction between supervision and control departments in the sphere of non-tariff regulation," Mr Ivanov said. "The need to expand the country's export possibilities, particularly in the field of the high-tech industry, puts new demands on the export control system, whose role as the regulator of international research-technical ties will increase."

The Deputy Prime Minister said: "The state is taking measures to create a comfortable environment for business; such measures include the removal of numerous bureaucratic barriers hindering the development of foreign trade."

At the same time, the state estimates that "our business community will act more responsibly when trading in security-sensitive goods and technologies," Mr Ivanov said. "This issue is becoming especially acute in light of the strategy of Russia's foreign economic operation until 2020, which the Government has recently approved."
