Dmitry Medvedev approves the state programme for the development of education in 2013-2020

 
 
 

The goals of the state programme are to ensure that the quality of Russian education meets the changing requirements of society and is consistent with long-term social and economic development targets. The state programme must also enhance the efficiency of youth policy implementation in the interest of the country's innovative and socially-oriented development.

The main tasks set out in the programme are: to form a flexible, accountable system of continuous education that will promote human capabilities and match the present and future goals of Russia's socio-economic development; to develop an infrastructure and organisational economic mechanisms to ensure maximum and equal availability of pre-school, general and extracurricular education for children and teenagers; to update study programmes in pre-school, general and extracurricular education to achieve the modern quality of learning and social outcomes; to establish a modern system of education quality assessment based on the principles of openness, objectivity and social and professional participation; to create an efficient system for the socialisation and self-fulfilment of young people and development of their potential.

The state programme includes the following subprogrammes and federal targeted programmes: Development of Vocational Education; Development of Pre-School, General and Extracurricular Education of Children and Teenagers; Development of the Assessment System for Education Quality and Informational Transparency of the Educational System; Youth Involvement in Social Practices; Implementation of the State Programme for the Development of Education in 2013-2020 and Other Educational Measures; federal targeted programme Russian Language for 2011-2015; and the federal targeted programme for the development of education in 2011-2015.

The programme implementation period is 2013-2020, which is broken down into the following stages: the first stage 2013-2015, the second stage 2016-2018, and the third stage 2019-2020.
