Government decision on the draft state programme, Development of the Transport System

 
 
 

The issue was discussed at the Government meeting on November 23, 2012. The following decisions were taken:

1. To approve in principle the draft state programme, Development of the Transport System.

2. Guided by the proposals made at the Government meeting, the Transport Ministry, the Ministry of Economic Development, and the Ministry of Finance, with the participation of the Ministry of Regional Development, shall finalise the draft state programme, Development of the Transport System, paying special attention to:

- ensuring more balanced funding of the programme's measures;

- implementation of the programme's measures providing transport-related support of the socioeconomic development of the regions of Russia's North Caucasus Federal District.

The draft state programme, Development of the Transport System, along with a relevant draft legal act, shall be submitted to the Government of the Russian Federation by December 10, 2012.

3. The Ministry of Transport and Ministry of the Interior jointly with relevant federal executive bodies shall develop and duly submit to the Government of the Russian Federation the draft federal law improving weight and overall vehicle supervision.

4. Guided by the aforementioned discussion and instructions issued at the meeting, the Ministry of Transport, the Ministry of Economic Development and the Ministry of Finance shall continue work on finalising some statutes of the state programme, Development of the Transport System, including:

- elaborating the objectives, tasks, target indicators, measures, periods for implementation and funding sources in order to coordinate with the updated transport strategy of the Russian Federation to 2030 and other established state programmes of the Russian Federation;

- adding measures to develop transport infrastructure ahead of the FIFA 2018 World Cup, including the development of high-speed rail, with the added objective of developing the transport sector of the Moscow Region;

- adding measures to optimise the cost of transport infrastructure within the period of their operation;

- expanding the mechanisms for using non-budget sources of funding and incentivising investment in the development of the transport sector;

- working to improve the capacity of the roads included in the list of international transport corridors.

The ministries shall report on the results of the work to the Government of the Russian Federation by July 1, 2013.

Minister Mikhail Abyzov and the Ministry of Transport shall organise a preliminary discussion of the developed proposals with Open Government experts.

5. The Federal Tariff Service and the Federal Agency for Air Transport, jointly with the Ministry of Economic Development, shall discuss setting the rates of duties for air-traffic navigation services at a level sufficient to fund the measures to organise air traffic between 2016 and 2020, and report the results to the Government of the Russian Federation by February 1, 2013.
