Transcript of the beginning of the meeting:
Dmitry Medvedev: Colleagues, today is a day of mourning in connection with the tragic events in the Krasnodar Territory and Ukraine. I would ask you to honour the memory of those killed by rising. (Everyone rise.)
The government is to make a decision on financial allocations. I have signed the relevant orders on the allocation of federal budgetary funds to the administration of the Krasnodar Territory and to the budget of the Pskov Region to provide assistance to the people affected. Bereaved families will be each issued 1 million roubles from the federal budget and 1 million roubles from the budgets of both the Krasnodar Territory and the Pskov Region. In addition, one-off payments will be provided to compensate for the loss of property.
In all, the administration of the Krasnodar Territory will receive up to 3.8 billion roubles from the Government Reserve Fund, including financial assistance from the federal budget to the territorial budget for the construction and acquisition of new housing to replace damaged property and for one-off compensation payments to the injured, calculated at 400,000 roubles per person for those who have suffered serious or medium injuries and 200,000 roubles for those with minor injuries.
We will also pay out compensation for the loss of property from the federal budget: 100,000 roubles per person for the total loss of property and 50,000 roubles per person in case of partial loss of property.
These funds are to be provided to the recipients as soon as possible. Ms Golodets (Deputy Prime Minister Olga Golodets), I am asking you to supervise this very sensitive issue. It concerns the loss of family and property, and so we must do our utmost to ensure that these funds reach their intended recipients without delay.
I am planning to hold a meeting tomorrow on the reconstruction of infrastructure facilities and housing. Mr Kozak (addressing Deputy Prime Minister Dmitry Kozak), I’d like you and your colleagues, the other ministers, to prepare and submit to me proposals on a course of action. Many houses have been destroyed in the Krasnodar Territory. They are in the process of assessing the damage but at least 400 houses are gone. We’ll have to do the final inventory, and usually under such circumstances it takes several days to accomplish this, but we must decide quickly what to build and how, whom to involve in this effort and how much to spend in order to reach the main goal, to have these homeless people in new housing before the cold weather.
Let’s get down to work, but before we switch to our agenda, I’d like to ask Ms Golodetz a question. Ms Golodets (addressing Deputy Prime Minister Olga Golodets), I asked you on Saturday to look into children’s summer recreation centres. Regrettably, more than 20 of them with about 8,000 children were hit by the disaster. Please, tell us what is being done.
Olga Golodets: Yes, these recreation centres are in the risk zone – according to all verified lists, 7,554 children are in the supposedly flooded area. During the last 24 hours special services checked on the sanitary status of each centre. They compiled a report and four centres were advised to remove the children.
Now 487 children have been taken to a safe place, 73 of whom will be flown home today. Sanitary standards have been brought back to normal in the rest with conditions that are not cause for concern. Children are enjoying their vacation as usual, but the condition of the water, food, beaches and swimming places is under tough sanitary supervision. The situation is under control.
