At one meeting the redistribution of spending-related obligations between federal and regional agencies was discussed – from the centre to the regions and vice versa.
Another issue discussed was the transfer of police allocations from the regions to the centre in accordance with a presidential decree that transfers the funding of police entirely to the federal budget beginning next year, leaving an extra 200 billion roubles in regional budgets. The government is considering the prospects of a partial exchange of obligations between the regional and federal authorities.
At another meeting, a detailed consideration was made of draft budgets for the state extrabudgetary funds for the period up to 2014, while at another draft budgets for the Pension Fund and the Mandatory Health Insurance Fund were analysed.
The meetings were attended by relevant ministers and agency heads.
