First Deputy Prime Minister Viktor Zubkov chairs a meeting of the Subcommission on Customs, Tariff and Non-Tariff Regulation and Protective Measures in Foreign Trade of the Government Commission on Economic Development and Integration

 
 
 

After the discussion, the commission recommended to reduce import customs duties on multilayer paper and cardboard with all coated layers from 15% to 5%. The commission also decided to establish a non-duty regime for semi-submerged drilling rig imports, as they are not presently produced in Russia.

The meeting participants also supported including floating drilling rigs for geological exploration in the list of commodities that are temporarily imported with a complete conditional exemption from customs duties and VAT.

The subcommission agreed to a proposal to abolish the 15% import duties on several types of digital cinema projectors used for screening films to the public.

The subcommission also introduced a 10% import duty on base stations for wireless communications networks to support local telecommunications equipment manufacturers, as the networks can work in the 2.2 GHz carrier frequencies band. The subcommission introduced an identical duty on fibre-optical network system equipment operating exclusively in the 1,270 nm-1,610nm carrier wave band.

The subcommission's decisions were recommended for review at the Customs Union Commission's meeting.
