First Deputy Prime Minister Igor Shuvalov takes part in the 24th meeting of the Customs Union Commission in Moscow

 
 
 

At the meeting, the commission members approved a draft agenda for the summit of the prime ministers of the Customs Union member states (the supreme body of the Customs Union), scheduled for March 15 in Minsk.

The following will be discussed at the summit:  

- approaches to codifying the legislation of the Customs Union and the Common Economic Space, including proposals to implement the Declaration on the Formation of the Common Economic Space of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation, of December 9, 2010;

- forming the Common Economic Space;

- organising the transfer of border control from the Russia-Kazakhstan border to the outer border of the Customs Union;

- transferring transport control from the Russia-Belarus border to the outer border of the Customs Union;

- improving the performance of supranational agencies, particularly organising the activities of the Customs Union Commission;

- forming the EurAsEC Court and organising its activities;

- approaches to the unified migration/visa policy (regulations) with respect to  third-party countries;

- the entry of Customs Union member states in the World Trade Organisation.

Progress reports on the implementation of the Action Plan for the Formation of the Common Economic Space of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation were presented at the meeting. The commission members also discussed a number of draft international treaties – in particular, the agreement on automobile transport control on the outer border of the Customs Union; the agreement on specifics issues regarding the application of the Customs Convention to transnational cargo shipments with the use of the TIR Convention of November 14, 1975, in the customs territory of the Customs Union; and the protocol on amending and supplementing the agreement on the application of special protective, anti-dumping and compensation measures to third-party countries, of January 25, 2008.

The first deputy prime minister and his colleagues also discussed customs tariff and nontariff regulation, and adopted decisions on adjusting import duties of the Customs Union’s United Customs Tariff with respect to certain commodities – iron and steel chains, certain vegetables and other foodstuffs.

The commission members adopted decisions on the commodity nomenclature of foreign economic activity, namely the classification of particular commodities, and on customs regulation: on the technical regulations on submitting data from the registers of customs brokers, customs conveyers, and proprietors of temporary storage warehouses and bonded stores; on supplementing the Instruction on the Use of Transport, Commercial and/or Other Documents as Commercial Declarations (endorsed by Resolution No. 263 of the Customs Union Commission of May 20, 2010); on certain issues regarding the functioning of the information systems of customs agencies of the Customs Union member states; and on amending and supplementing Resolutions No. 450 of the Customs Union Commission of November 18, 2010, and Resolution No. 421 of October 14, 2010.  

The commission members also approved a draft development strategy for the united system of technical regulation and the application of sanitary, veterinary and phytosanitary measures of the Customs Union for 2011-2015, as well amending and supplementing certain regulatory acts of the Customs Union Commission regarding the application of sanitary and veterinary measures.

The commission members also discussed a number of organisational issues with a view toward improving the performance of the Secretariat of the Customs Union Commission.
