PRESS RELEASE*
The Russian Government Presidium plans to consider the following issues at its meeting scheduled for January 25, 2011:
1. Disaster relief for victims and family members of those killed in the terror attack at Domodedovo airport on January 24, 2011
2. Construction of the Vostochny Space Centre
The report was submitted by the Federal Space Agency (Roskosmos).
From 2008 to 2010, the following types of work were carried out under the project to construct the space centre:
1. The general design and survey work was completed; the main design and architectural solutions for the ground space and supporting infrastructure facilities were identified, and the general layout was made.
2. The design and general outline of the rocket complex and the new manned spacecraft were finalised during the pre-design phase, and the work proceeded to the engineering design phase.
3. The appropriate legal structures were put in place, including a government executive order that lays down the procedure for organising the construction of the space centre; the president’s executive order was signed to appoint a sole designer and a sole contractor; and a government resolution was passed to preserve the status of the settlement of Uglegorsk, a closed administrative and territorial entity, which will be used for the construction of management offices, housing, and other important facilities.
4. Under the Federal Law On the Federal Budget for 2011 and for the Planning Period of 2012 and 2013, 24.5 billion roubles was allocated to finance the priority steps required for building the space centre’s supporting infrastructure.
5. Plots of land were reserved in the Amur Region to be used as sites for building ground space and supporting infrastructure facilities.
6. An Inter-departmental Commission for Coordinating the Work to Build the Vostochny Space Centre was established.
Roskosmos, in conjunction with the relevant federal executive bodies and organisations, has now completed a comprehensive design, survey, and experimental development works, and the federal budget has set aside funds for a period until 2013; the construction of infrastructure facilities for the Vostochny Space Centre can begin in 2011.
3. The draft federal law On Amendments to the Criminal Code of the Russian Federation and Article 151 of the Criminal Procedural Code of the Russian Federation
4. The draft federal law On Amendments to Articles 3482 and 34811 of the Labour Code of the Russian Federation
The draft federal law was submitted by Russia’s Ministry for Sport, Tourism and Youth Policy.
The draft law proposes to extend the list of obligatory terms and conditions to be included in employment agreements with athletes as follows: athletes will have to comply with anti-drug control regulations, undergo drug testing, and provide information about their location for test purposes, while employers will be responsible for familiarising athletes and coaches with Russian and international anti-drug regulations.
5. Amendments to the Regulations on the Federal Service for Financial Markets
The draft resolution was submitted by Russia’s Federal Service for Financial Markets.
The draft provides for making amendments to the Regulations on the Federal Service for Financial Markets that will authorise the Service to:
- suspend or revoke licences to carry on operations on the securities market as issued to professional market players;
- appoint temporary administrators for professional securities market players, management companies, or non-governmental pension funds and resolve to terminate temporary administration;
- lodge a petition with the court for declaring a professional securities market player, a non-governmental pension fund, or a management company bankrupt.
