PRESS RELEASE*
The Presidium of the Government of the Russian Federation at its meeting on November 17, 2010 made the following decisions on the items on its agenda:
I. Draft federal targeted programme Housing for 2011-2015.
The Government of the Russian Federation has approved the draft federal targeted programme.
II. Draft federal law On Introducing Amendments to the Budget Code of the Russian Federation and Other Legislative Acts of the Russian Federation for the Purpose of Creating Road Funds.
The Government of the Russian Federation, after a discussion, approved the draft federal law, adding a provision that makes it binding on the constituent entities of the Russian Federation to create regional road funds as well as provisions on the specificities of the fulfillment of the state defence order in 2011.
The Government has agreed with the proposal of the Finance Ministry on changing the name of the above draft federal law to read as follows: "On Introducing Amendments to the Budget Code of the Russian Federation and Certain Legislative Acts of the Russian Federation" and will submit the draft federal law to the State Duma.
III. The distribution of subsidies to the budgets of the constituent entities of the Russian Federation to support measures to balance the budgets of the constituent entities of the Russian Federation.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
IV. Draft federal law On Ratification of the Protocol on Introducing Amendments to the Customs Union Agreement on Sanitary Measures of December 11, 2009.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma under established procedure.
V. Draft federal law On Ratification of the Agreement on the Use of Transport Means of International Carriage of Passengers as well as Trailers, Semi-Trailers, Containers and Railway Rolling Stock Carrying Cargoes and/or Luggage Inside the Customs Territory of the Customs Union.
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
VI. Signing an Agreement on the Procedure of Application of Special Protective, Anti-Dumping and Compensation Measures during the Transition Period.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
VII. Signing the Protocol on the Procedure of Making Available to an Agency Conducting an Investigation Data Containing Partly Confidential Information for the Purpose of Investigations Prior to the Introduction of Special Protective, Anti-Dumping and Compensation Measures with Regard to Third Countries.
The Government of the Russian Federation has adopted a draft executive order on the said issue.
VIII. Signing an Agreement between the Government of the Republic of Belarus, the Government of the Republic of Kazakhstan and the Government of the Russian Federation on the Legal Status of Work Migrants and Members of Their Families.
The Government of the Russian Federation, after a discussion, approved a draft executive order on the above issue.
IX. Signing an Agreement on Cooperation in Counteracting Illegal Labour Migration from Third Countries.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
X. Submitting to the President of the Russian Federation a proposal on signing the Agreement on Uniform Principles and Rules of Competition (being concluded as part of creating a Common Economic Space).
The Government of the Russian Federation, after a discussion, has adopted a draft resolution on the said issue.
XI. Signing the Agreement between the Government of the Russian Federation, the Government of the Republic of Belarus and the Government of the Republic of Kazakhstan on Access to the Services of Natural Monopolies in the Power Sector, Including the Basic Principles of Pricing and Tariff Policy.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XII. Submitting to the President of the Russian Federation a proposal on signing an Agreement on Security Cooperation in the Caspian.
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XIII. Submitting to the President of the Russian Federation for the purpose of introducing for ratification the Treaty between the Russian Federation and the Republic of Panama on Mutual Legal Assistance on Criminal Cases.
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XIV. Creating an organizing committee for the preparation and holding in 2011 of events to mark the 25th anniversary of the Chernobyl Nuclear Power Plant catastrophe.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XV. Allocating to the Government of the Republic of Dagestan money from the Reserve Fund of the Government of the Russian Federation for the prevention and liquidation of emergency situations and the aftermath of natural disasters.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XVI. Allocation to the Government of the Republic of Dagestan and Rospotrebnadzor of money from the Reserve Fund of the Government of the Russian Federation for the prevention and liquidation of emergency situations and the aftermath of natural disasters for the purpose of eliminating the consequences of the terrorist attacks perpetrated in Kizlyar on March 31, 2010.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XVII. Forecast plan (programme) of privatisation of federal property and the guidelines for the privatisation of federal property in 2011-2013.
The Government of the Russian Federation, in the light of the discussion it has held, has approved the draft forecast plan (programme) of privatisation of federal property and the main guidelines of the privatisation of federal property for 2011-2013.
The following instructions have been issued:
1. The Ministry of Economic Development of Russia shall take all the necessary measures to meet the targets set under the forecast plan (programme) of privatisation of federal property in 2011-2013.
2. The federal executive bodies shall carry out an analysis and submit within two months to the Ministry of Economic Development proposals on federal state unitary enterprises that do not perform state functions with a view to their subsequent reorganisation or liquidation.
The Ministry of Economic Development shall analyze the information obtained and submit the relevant proposals to the Government of the Russian Federation under established procedure.
3. The Ministry of Economic Development jointly with the federal executive bodies concerned have been given until February 15, 2011 to submit to the Government proposals on additional inclusion in the forecast plan (programme) of privatisation of federal property for 2011 and 2013 of items of property that have not been privatised in 2010.
4. The Ministry of Economic Development shall submit to the Government reports on progress in fulfilling the forecast plan (programme) of privatisation of federal property and the guidelines for the privatisation of federal property in 2011-2013 every year not later than March 15 of the year following the report year.
5. First Deputy Prime Minister of the Russian Federation Igor Shuvalov shall be in charge of fulfilling the decisions taken.
XVIII. Introducing amendments to the composition of the Presidium of the Government of the Russian Federation.
The Government of the Russian Federation has adopted a draft executive order on the above issue.
