First Deputy Prime Minister Viktor Zubkov holds a meeting of the government subcommission on customs, tariff and non-tariff regulation, and foreign trade protection measures

 
 
 

To meet the requirements of the Russian technical regulations, participants in the meeting decided to introduce amendments into the Common Product Classifier for Foreign Economic Activities of the Customs Union and its Common Customs Tariff concerning a number of petroleum products. This measure will help customs to identify more precisely the commodities of said group according to their characteristics when they cross the border.

Having discussed the issue, the subcommission recommended that the Customs Union establish a common rate of duty on imports of natural and artificial diamond dust and powder. The rate shall amount to 10% of their customs value. At present, the duty on natural and artificial diamond dust is 20% and 5% respectively. The subcommission also suggested removing footnote "9)" of the Common Product Classifier, which provides for the endorsement by the State Depository for Precious Metals of the possibility of using a 5% rate of duty in customs procedures.

The subcommission agreed to lower from 15% to 7.5% the rate of import duty on cast-iron and steel one-piece parts of hydraulic turbines and to assign them an individual code in the Common Product Classifier.

Following a second review of the results of a special protective investigation into the increase in imports of fasteners to Russia's customs territory, the subcommission deemed it expedient to take a protective measure and impose a specific duty of $282.4 US dollars per tonne for a term of three years.

To maintain and support exports the subcommission decided to cancel the export customs duty of 10% on frozen shrimp of the Pandalidae family (the Common Product Classifier's code 0306 13 100 0). They are procured in the Far Eastern basin and there is practically no demand for them in the Russian market.
