During the meeting, the duty-free import of heparin and its salts as well as high-strength polyester fibers was coordinated. The current rate is 10%. The meeting has also considered a draft resolution of the Customs Union Commission on amendments to the statute on the import of medicine and pharmaceuticals into the Customs Union and agreed not to require licensing for duly registered imported medicines. Control over the import of medicines is to be based on registration certificates and/or extracts from the state register of medicines. This draft resolution in intended to streamline the procedure for issuing permits to import medicines and pharmaceuticals.
For the purpose of maintaining price competition between domestic manufacturers, the meeting participants decided to recommend that the Customs Union Commission introduce specific components for the rates of import customs duties, without changing the current ad valorem component, with respect to ferrous metal chains with welded links under the following codes:
- Customs Union Commodity Classification of Foreign Economic Activity (TN VED TS): 7315 82 100 0 – applicable combined import customs duty rate shall amount to 15%, but not less than 0.3 euro per 1 kilogram;
- Customs Union Commodity Classification of Foreign Economic Activity (TN VED TS): 7315 90 000 0 – applicable combined import customs duty rate shall amount to 15%, but not less than 0.8 euro per 1 kilogram.
The subcommission has also supported the application of a special customs procedure for some samples and equipment used to test for doping, exempting these imported goods from customs duties, taxes, bans and restrictions.
For statistical purposes, the subcommission resolved to provide more detailed codes under the Customs Union Uniform Commodities Classification of Foreign Economic Activity with respect to gold, silver, platinum and palladium supplied in the form of bars.
In conclusion, the subcommission chairman Viktor Zubkov issued an instruction to finalise without delay specific proposals regarding changes in the import duties on some telecommunication equipment and its component parts so that this issue can be addressed at the next meeting.
