The Government (Presidium) of the Russian Federation, at its July 19, 2010 meeting, adopted the following decisions for the items on its agenda.
1. Establishing reasonable charges for the use of federal and municipal land
A. The Government of the Russian Federation has approved the proposals of the Ministry of Economic Development on measures to ensure the establishment of reasonable pay for the use of land in state and municipal ownership.
B. The Ministry of Economic Development jointly with the federal executive bodies concerned, have been instructed to implement the plan of measures on the above issue and is to report progress in its implementation to the Government of the Russian Federation every quarter not later than the 20th of the month following the report period.
C. The Federal Antimonopoly Service has been given until August 20, 2010 to submit to the Government of the Russian Federation proposals on measures to rule out the possibility of inequitable terms of access of an unlimited circle of individuals to making available land in state and municipal ownership.
D. The Ministry of Economic Development and the Ministry of Regional Development, jointly with the federal executive bodies concerned, have been instructed to prepare and submit to the Government of the Russian Federation by September 1, 2010 proposals on organizing the monitoring of the cadastre value and payment for the use of property in order to reveal the cases of unreasonably high costs for the use of state and municipal property.
E. The Finance Ministry, the Ministry of Economic Development and the Ministry of Regional Development, as part of implementing the plan of measures to ensure the introduction on the territory of the Russian Federation of the local tax on real estate, have been instructed to study the issue of deductions in determining the tax base with due account of a tax payers' solvency.
Proposals to that effect are to be submitted to the Government of the Russian Federation by March 1, 2011.
A progress report is to be submitted to the Government of the Russian Federation by December 1, 2010.
2. Draft federal law On Licensing Certain Types of Activities
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
3. Draft federal law On Annulment of Paragraph 1, Clause 5, of Clause 7 and Clause 10 of Article 18 of the Federal Law on the Legal Status of Foreign Citizens in the Russian Federation
The Government of the Russian Federation has approved the draft federal law and will submit it to the State Duma.
4. Introducing amendments to the procedure for the creation, operation and use of artificial islands, structures and installations in internal sea waters and in the territorial waters of the Russian Federation and to sub-clause 5.3.13 of the Statute on the Federal Supervisory Service in the Use of Natural Resources.
The Government of the Russian Federation has adopted a draft resolution on the above issue.
5. Introducing amendments to the Statute on the Ministry of Natural Resources and the Environment of the Russian Federation
The Government of the Russian Federation has adopted a draft resolution on the above issue.
