PRESS RELEASE*
The Government Presidium at its meeting on July 1, 2010 adopted the following decisions on the items on its agenda:
I. Draft federal law Technical Regulations on the Safety of Long-Distance Pipelines for Liquid and Gaseous Hydrocarbons
The government of the Russian Federation has approved the draft federal law Technical Regulations on the Safety of Long-Distance Pipelines for Liquid and Gaseous Hydrocarbons and will submit it to the State Duma under established procedure.
II. Draft federal law On the State Information System in the Fuel and Energy Complex
In light of the discussion and the remarks made during the meeting the government of the Russian Federation has instructed the Energy Ministry jointly with the Ministry of Economic Development, the Ministry of Natural Resources, the Finance Ministry and other federal executive bodies concerned to finalise the draft federal law On the State Information System in the Fuel and Energy Complex. The results of this work are to be reported to the government of the Russian Federation by September 1, 2010.
III. Draft federal law On Suspending Clause 3, Article 14 of the Federal Law On the Objects of the Cultural Heritage (Historical and Cultural Monuments) of the Peoples of the Russian Federation
The government of the Russian Federation has approved the draft federal law On Suspending Clause 3, Article 14 of the Federal Law On the Objects of the Cultural Heritage (Historical and Cultural Monuments) of the Peoples of the Russian Federation and will submit it to the State Duma under established procedure.
IV. Draft federal law On Introducing Amendments to Article 121 of the Law of the Russian Federation On the Institutions and Agencies Administering Criminal Punishment by Deprivation of Freedom
The government of the Russian Federation has approved the draft law On Introducing Amendments to Article 121 of the Law of the Russian Federation On the Institutions and Agencies Administering Criminal Punishment by Deprivation of Freedom and will submit it to the State Duma under established procedure.
V. Draft federal law On Introducing Amendments to the Code of the Russian Federation On Administrative Offences
The government of the Russian Federation has approved the draft federal law On Introducing Amendments to the Code of the Russian Federation On Administrative Offences and will submit it to the State Duma under established procedure.
VI. Draft federal law On Ratification of the Agreement on Requirements to the Exchange of Information between the Customs Bodies and other Government Bodies of the Customs Union Member States
The government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on Requirements to the Exchange of Information between the Customs Bodies and other Government Bodies of the Customs Union Member States and will submit it to the State Duma under established procedure.
VII. Draft federal law On Ratification of the Agreement on the Provision and Exchange of Advance Information on the Goods and Transport Means Crossing the Customs Border of the Customs Union
The government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on the Provision and Exchange of Advance Information on the Goods and Transport Means Crossing the Customs Border of the Customs Union and will submit it to the State Duma under established procedure.
VIII. Draft federal law On Ratification of the Agreement on Customs Transit of Commodities Moved by Rail through the Customs Union Territory
The government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on Customs Transit of Commodities Moved by Rail through the Customs Union Territory and will submit it to the State Duma under established procedure.
IX. Draft federal law On Ratification of the Agreement on the Grounds, Terms and Procedure of Changing the Deadlines for the Payment of Customs Duties
The government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on the Grounds, Terms and Procedure of Changing the Deadlines for the Payment of Customs Duties and will submit it to the State Duma under established procedure.
X. Draft federal law On Ratification of the Agreement on the Single Customs Register of Intellectual Property Objects of the Customs Union Member States
In light of the discussion that took place at the meeting the government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on the Single Customs Register of Intellectual Property Objects of the Customs Union Member States and will submit it to the State Duma under established procedure.
XI. Submitting to the President of the Russian Federation for ratification of the Agreement on Aspects of Providing Collateral for the Payment of Customs Duties and Taxes with Respect to the Goods Transported in Accordance with the Customs Transit Procedure, the Specifics of Collecting Customs Duties, Taxes and the Procedure of the Transfer of the Sums Collected on Such Goods
The government of the Russian Federation has adopted a draft resolution on the above issue.
XII. Submitting to the President of the Russian Federation a proposal on signing the Statute of the Court of the Eurasian Economic Community
The government of the Russian Federation has adopted a draft resolution on the above issue.
XIII. Submitting a proposal to the President of the Russian Federation on signing the Protocol on Individual Temporary Exemptions from the Regime of the Common Customs Territory of the Customs Union
The government of the Russian Federation has adopted a draft resolution on the above issue.
XIV. Signing the Agreement between the Government of the Russian Federation and the Government of the United Arab Emirates on Encouragement and Mutual Protection of Capital Investments and the Protocol thereto
In light of the discussion that took place the government of the Russian Federation has adopted a draft executive order on the above issue.
XV. Signing the Agreement between the Government of the Russian Federation and the Government of Singapore on Encouragement and Mutual Protection of Capital Investments
The government of the Russian Federation has adopted a draft executive order on the above issue.
XVI. Draft federal law On Adopting Amendments to Articles of the Agreement of the International Monetary Fund Approved by Resolutions of the Board of Governors of the International Monetary Fund No.63-2 of April 28, 2008 and No.63-3 of May 5, 2008
The government of the Russian Federation has approved the draft federal law On Adopting Amendments to Articles of the Agreement of the International Monetary Fund Approved by Resolutions of the Board of Governors of the International Monetary Fund No.63-2 of April 28, 2008 and No.63-3 of May 5, 2008 and will submit it to the State Duma under established procedure.
XVII. The distribution of subsidies to the budgets of the constituent entities of the Russian Federation in support of measures to ensure balanced budgets of the constituent entities of the Russian Federation
The government of the Russian Federation has adopted a draft executive order on the above issue.
XVIII. Allocating to the Government of the Karachayevo-Circassian Republic resources from the Reserve Fund of the Government of the Russian Federation for the Prevention and Liquidation of the Emergency Situations and Aftermath of Natural Disasters to cover part of the cost of the clean-up of the consequences of torrential rains on July 21-22, 2009
The government of the Russian Federation has adopted a draft executive order on the above issue.
