During the meeting, the Ministry of Economic Development submitted a report to the commission on implementing the measures to improve government administration in 2009-2010. The report cited key results achieved in this area, such as the improvement of government administration, the oversight and licensing functions of federal executive bodies, the provision of government services and guaranteeing public access to information on the performance of federal and local government bodies.

To carry out systematic measures to improve state administration, the ministry has developed and submitted to the government a new draft of the federal law On Licensing Types of Activities, which simplifies and integrates the licensing procedure. The draft incorporates the results of the ministry's monitoring of the influence of government regulations on the development of business. It is intended to reduce the list of licensed activities and to introduce an unlimited term for licenses and electronic documentation.

To improve the accreditation procedure, the ministry has submitted to the government measures to establish an integrated national accreditation system. It has prepared proposals on reducing the integrated list of products requiring certification and on specifying the integrated list of products for which conformity with requirements is confirmed by the relevant declaration. The ministry has suggested reducing by half the list of products subject to certification. It has also decided to form an integrated list of products to be used by those developing technical regulations. This list will be used to support Russia's negotiating position during the adoption of the Customs Union's technical regulations.

To institute administrative responsibility for violations of technical regulations, the ministry has developed and presented to the government a draft of the corresponding changes to the Code of the Russian Federation on Administrative Offences.

The ministry is working on a draft federal law on the notification requirement for starting a company.

To improve oversight and licensing functions of federal executive bodies, the government has approved and is implementing its plans for agriculture, education, healthcare, social development, disease control, the consumer market and foreign trade.

To improve the provision of government services, the ministry suggests streamlining the operation of the civil registration service, the registration and technical inspection of transport vehicles, exams for driving licenses, registration at permanent address and place of residence, the issuance and replacement of internal and foreign passports for the citizens of the Russian Federation, and the issuance of special permits for international automobile shipments of bulky and heavy cargoes.

The one-stop principle is an important part of the effort to improve government services. This applies, among other things, to multi-functional centres.

Experts are developing the Integrated Portal of Government and Municipal Services to provide public access to information on the performance of federal and local government bodies.

To date, the Combined Registry and the Integrated Portal have published data on 385 government services provided by federal executive bodies and 530 services provided by regional executive bodies.

Since last April, users of the Integrated Portal who have activated their Personal Office have been given the opportunity to apply for a passport, make a statement to the police, and receive bibliographical and statistical information, data on fines and the issuance of different licenses (on educational, medical and pharmaceutical activities) - 46 services in all.

As of today, 39 federal government services have been transferred to the third stage (allowing users to submit documents electronically). Under the plan, another 29 services will be transferred to the third stage by the end of this year.

Currently the main goal is to strictly monitor the implementation of the adopted decisions. Toward this end, the commission has decided to review a report on implementing the measures to improve state administration in 2009-2010 at least once every six months at the meetings of the government of the Russian Federation.

At present, the commission is implementing the Federal Law of 8 May 2010, №83-FZ "On Amending Individual Legal Acts of the Russian Federation to Upgrade the Legal Status of Federal (Municipal) Organisations."

In late May and early June, the commission developed five of the six draft government resolutions required to implement this law:

"On the procedures for forming, reorganising, changing the structure and liquidating federal government institutions and for approving and amending their charters";

"On the procedure for designating the property of independent or public institutions as especially valuable property";

"On the procedure by which federal executive bodies carry out their functions and the founders of federal government institutions exercise their powers":

"On the procedure for forming a federal (municipal) task for federal public sector institutions and approving their funding";

"On the procedure by which public sector institutions exercise powers of the federal government (federal state bodies) in order to meet public financial commitments to individuals, as well as the procedures for their funding and approving a list of said public commitments".

In late June and early July, the commission will review these draft resolutions of the government of the Russian Federation.

During the process of developing the legal acts of the government and federal executive bodies, the focus of attention has been the implementation of key provisions of the federal law on improving the quality of services to the public, creating a clear division between paid and free services and creating the conditions necessary to enhance the independence of public sector institutions and their accountability and responsibility for the end results of their work, both toward their founders and the users of their services.

Experts are working on providing information and methodological support for the federal law. In particular, they are preparing methodological recommendations and model acts for the implementation of the federal law by the regions. In addition, they have established a hot line where people can learn about progress on implementing federal law's implementation on the information portal forum.iminfin.ru and created the relevant section on the official site of the Ministry of Finance.
