The participants of the meeting discussed the progress that has been made in carrying out a set of measures aimed at expanding regulation of the alcohol market. The set of measures was approved by the Russian government's Resolution No.1940-p of December 14, 2009. During the meeting, Viktor Zubkov stressed that some agencies were too slow in implementing a number of measures. In particular, the Russian Finance Ministry was instructed, within a week, to prepare and submit to the government a draft amendment to the Tax Code of the Russian Federation on changing the excise collection system.
The commission also approved the draft of the Russian government's official assessment of the draft federal law No. 340710-5 On Amending Article 8 of the Federal Law On State Regulation of the Production and Circulation of Ethyl Alcohol and Alcohol Products. The amendments will give federal bodies the executive power to set the criteria for the complete waste and recycling processes in alcohol production. This measure will expand the supervision over the alcohol manufacturers' compliance with the licensing requirements, in particular, in causing no harm to the environment.
At the end of the meeting, the participants approved the commission's work schedule for the second half of 2010.
