The Presidium of the Government of the Russian Federation at its meeting on May 14, 2010 adopted the following decisions on the items on its agenda.
I. Improvement of government administration in the North Caucasus Federal District
After a discussion the Government of the Russian Federation has approved a draft resolution on the above issue.
II. The current state of the machine-tool industry and measures to develop it
1. The Government of the Russian Federation has taken note of the report of the Trade and Industry Ministry on the above issue.
2. The Trade and Industry Ministry, jointly with the federal executive bodies concerned, has been instructed to finalise and approve a plan of measures to develop the machine-tool industry in the period of 2010-2011 and report the results of its implementation at the end of 2010 and 2011 to the Government of the Russian Federation.
3. The Ministry of Economic Development, the Trade and Industry Ministry and the Finance Ministry have been instructed to finalise and secure approvals for the subprogramme "Development of the domestic machine tool industry in the period of 2011-2016" of the Federal Targeted Programme the National Technological Base for 2007-2011 and duly submit it to the Government of the Russian Federation in June 2010.
4. The Economic Development Ministry, the Trade and Industry Ministry and the Ministry Defence Ministry, in light of discussions, have been instructed to additionally consider the issue of measures to prevent the procurement of goods (technological equipment) originating from a foreign state for the purpose of placing orders for the supply of goods to meet the country's defence and security needs, except when the production of corresponding goods does not exist in the Russian Federation or such goods do not meet the requirements of state customers, including the preparation of a proposal on the procedure of establishing whether or not corresponding goods are produced in the Russian Federation.
The relevant proposals are to be submitted to the Government of the Russian Federation under established procedure in July 2010.
5. The Trade and Industry Ministry , the Defence Ministry, and Roskosmos have been instructed to develop and adopt departmental acts to include machine-tool products procured by the defence industry enterprises when placing orders for the procurement of goods for state needs in the lists of goods and services for the country's defence and security needs compiled by state customers in accordance with resolution No.813 of December 28, 2006 of the Government of the Russian Federation.
The results are to be reported to the Government of the Russian Federation before October 1, 2010.
6. The Trade and Industry Ministry , the Economic Development Ministry, the Education and Science Ministry, jointly with the State Corporation Rostekhnologii (Russian Technologies), are to prepare and to submit to the Russian Government in the first quarter of 2011 proposals concerning the coordination of the activities of public and private research and educational organizations and industrial enterprises to ensure the implementation of a coordinated technological policy in meeting the needs of machine-building and defence industry enterprises, including proposals regarding the creation of the head technological organization (system integrator).
7. The Trade and Industry Ministry , the Economic Development Ministry and the Finance Ministry have been instructed to prepare and submit to the Government of the Russian Federation in September 2010 proposals on developing the leasing of domestically produced machine tools aimed at equalising the terms of the supply of domestic and foreign goods, including through the use of the mechanism of subsidising interest rates for small enterprises which lease domestically produced machine tools.
8. The Trade and Industry Ministry , the Finance Ministry and the Economic Development Ministry have been instructed to prepare and submit to the Government of the Russian Federation draft regulatory legal acts that envisage subsidies to Russian enterprises to cover part of the cost of interest on loans aimed at acquiring domestically produced machine tools within the approved budgetary allocations for subsidies to the Russian agricultural and tractor machine building industry, the forestry and logging complex, machine building for the oil and gas industry and the machine-tool industry to compensate for part of the cost of the payment of interest on loans obtained from Russian lending institutions in 2009-2011 for technological modernisation for a period of up to five years and the introduction of corresponding amendments to the Federal Law On the Federal Budget for 2010 and for the Planning Period of 2011 and 2012.
III. Draft Federal Law On Introducing an Amendment to Article 71 of the Law of the Russian Federation On the Status of Judges in the Russian Federation
The Government of the Russian Federation has approved the Draft federal law On Introducing an Amendment to Article 71 of the Law of the Russian Federation on the Status of Judges in the Russian Federation and will submit it to the State Duma under established procedure.
IV. Draft Federal Law On Introducing Amendments to Certain Legislative Acts of the Russian Federation as Part of Improvement of Control And Supervisory Functions and Optimisation of the Delivery of Government Services In the Education Sphere
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation as part of improvement of control and supervisory functions and optimisation of the delivery of government services in the education sphere and will submit it to the State Duma under established procedure.
V. Draft Federal Law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning the Size And Procedure For Delivering Subsidies To the Cost of Holidays And Health Facilities For the Children of Servicemen And Employees of Some Federal Executive Bodies
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to certain legislative acts of the Russian Federation concerning the size and procedure for delivering subsidies to the cost of holidays and health facilities for the children of servicemen and employees of some federal executive bodies and will submit it to the State Duma under established procedure.
VI. Draft Federal Law On Introducing an Amendment to Article 150, Part 2 of the Tax Code of the Russian Federation
The Government of the Russian Federation has approved the draft federal law On Introducing an Amendment to Article 150, Part 2 of the Tax Code of the Russian Federation and will submit it to the State Duma under established procedure.
VII. The financial contribution of the Russian Federation to the implementation of the World Bank initiative on South-South Knowledge Exchange
The Government of the Russian Federation has adopted a draft executive order on the above issue.
VIII. Submitting to the President of the Russian Federation a proposal on signing the Agreement On the Establishment And Application In the Customs Union of a Procedure For Entering And Distribution of Import Customs Duties (and Other Similar Taxes and Levies).
The Government of the Russian Federation has adopted the draft resolution on the above issue.
IX. Submitting to the President of the Russian Federation a proposal on signing the Treaty On the Basic Principles of Criminal and Administrative Liability for Violating the Customs Legislation of the Customs Union and the Member States of the Customs Union
The Government of the Russian Federation has adopted a draft resolution on the above issue.
X. Submitting to the President of the Russian Federation a proposal on signing the Agreement Between the Member States of the Customs Union on Legal Assistance and Interaction of Customs Agencies on Criminal Cases and Administrative Offence Cases
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XI. Signing the Agreement On M utual Administrative Assistance Between the Customs Agencies of the Member States of the Customs Union
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XII. Signing the Agreement On Requirements To the Exchange of Information Between Customs and Other Government Bodies of the Member States of the Customs Union
