The Government of the Russian Federation at its meeting on April 22, 2010 passed the following decisions on the items on its agenda:
I. Progress in implementing measures to provide all veterans of the Great Patriotic War of 1941-1945 with housing.
1. The Ministry of Regional Development, the Finance Ministry and the Ministry of Healthcare and Social Development have been instructed to consider the issue of additional allocations out of the Federal Budget in 2010 to provide housing for the veterans of the Great Patriotic War who have joined the waiting list for improved housing conditions after March 1, 2005 and submit the relevant proposals to the Government under established procedure.
2. The Ministry of Regional Development, the Ministry of Healthcare and Social Development, jointly with the Pension Fund of the Russian Federation and the executive bodies of the constituent entities of the Russian Federation, have been ordered to continue verification of the lists of veterans of the Great Patriotic War who have joined the waiting list after March 1, 2005.
3. The heads of the top executive bodies of the constituent entities of the Russian Federation have been instructed to take the necessary measures to complete, by May 1, 2010, the provision of housing for Great Patriotic War veterans who joined the waiting list before March 1, 2005 and to continue work to provide housing for Great Patriotic War veterans who joined the waiting list after March 1, 2005 and to take these issues under personal review.
4. The Ministry of Regional Development has been instructed to ensure constant monitoring of the implementation, in the constituent entities of the Russian Federation, of measures to provide housing for Great Patriotic War veterans who need their housing conditions to be improved and report on progress every month to the Government of the Russian Federation.
II. Draft Federal Law On Introducing Amendments to Some Legislative Acts of the Russian Federation Concerning the Regulation of Exchange of Documents and Information between Currency Control Bodies and Currency Control Agents.
The Government of the Russian Federation has approved the draft federal law On Introducing Amendments to Certain Legislative Acts of the Russian Federation Concerning the Regulation of Exchange of Documents and Information between Currency Control Bodies and Currency Control Agents and will submit the same to the State Duma under established procedure.
III. Draft Federal Law On Introducing Amendments to Article 18.9 of the Code of the Russian Federation On Administrative Offenses and the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing Amendments to Article 18.9 of the Code of the Russian Federation On Administrative Offenses and the Federal Law On the Legal Status of Foreign Citizens in the Russian Federation and will submit the same to the State Duma under established procedure.
IV. Draft Federal Law On Introducing an Amendment to Article 851 of the Air Code of the Russian Federation
After a discussion the Government of the Russian Federation has approved the Draft Federal Law On Introducing an Amendment to Article 851 of the Air Code of the Russian Federation and will submit the same to the State Duma under established procedure.
V. Draft Federal Law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of Macao on Air Links
The Government of the Russian Federation has approved the Draft Federal Law On the Ratification of the Agreement between the Government of the Russian Federation and the Government of Macao on Air Links and will submit the same to the State Duma under established procedure.
VI. Draft Federal Law On Introducing an Amendment to Article 7 of the Law of the Russian Federation On Employment in the Russian Federation
The Government of the Russian Federation has approved the Draft Federal Law On Introducing an Amendment to Article 7 of the Law of the Russian Federation On Employment in the Russian Federation and will submit the same to the State Duma under established procedure.
VII. Draft Federal Law On Ratification of the Holidays with Pay Convention (revised in 1970) (Convention No.132).
The Government of the Russian Federation has approved the Draft Federal Law On Ratification of the Holidays with Pay Convention (revised in 1970) (Convention No.132) and will submit the same to the State Duma under established procedure.
VIII. Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Namibia On Mutual Encouragement and Protection of Capital Investment
The Government of the Russian Federation has approved the Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of the Republic of Namibia On Mutual Encouragement and Protection of Capital Investment and will submit the same to the State Duma under established procedure.
IX. Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of Turkmenistan On Encouragement and Mutual Protection of Capital Investment
The Government of the Russian Federation has approved the Draft Federal Law On Ratification of the Agreement between the Government of the Russian Federation and the Government of Turkmenistan On Encouragement and Mutual Protection of Capital Investment and will submit the same to the State Duma under established procedure.
X. Introducing an amendment to the Statute on the Ministry of Economic Development of the Russian Federation
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XI. Introducing amendments to the legislative acts of the Government of the Russian Federation on the development of the state border of the Russian Federation
The Government of the Russian Federation has adopted a draft resolution on the above issue.
XII. The creation of an organising committee to hold events to mark the 75th anniversary of the non-stop flight of Valery Chkalov's crew
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XIII. The creation of an organising committee for the preparation and holding of the international company management competition Global Management Challenge in the city of Khanty-Mansiisk on May 15-19, 2010
The Government of the Russian Federation has adopted a draft executive order on the above issue.
XIV. Draft Federal Law On Ratification of the Agreement on Mutual Recognition of Accreditation of Agencies for Certification (Assessment/Confirmation of Compliance) and Test Laboratories (Centres) that Perform the Work of Assessment (Confirmation) of Compliance
The Government of the Russian Federation has adopted a draft federal law On Ratification of the Agreement on Mutual Recognition of Accreditation of Agencies for Certification (Assessment/Confirmation of Compliance) and Test Laboratories (Centres) that Perform the Work of Assessment (Confirmation) of Compliance and will submit the same to the State Duma under established procedure.
XV. Draft Federal Law On Ratification of the Agreement on the Handling of Goods Subject to Mandatory Assessment (Confirmation) of Compliance in the Customs Territory of the Customs Union
The Government of the Russian Federation has approved the draft federal law On Ratification of the Agreement on the Handling of Goods Subject to Mandatory Assessment (Confirmation) of Compliance in the Customs Territory of the Customs Union and will submit the same to the State Duma under established procedure.
XVI. The Integrated Inter-Agency Information Statistical System (EMISS)
The Government of the Russian Federation has adopted a draft resolution on the above issue.
The executive bodies of the constituent entities of the Russian Federation have been given until January 1, 2011 to put in place regional information systems to ensure the possibility of integration into the Integrated Inter-Agency Information Statistical System.
